CFC Board Defers Integrity Fund Solicitation for FY27

The CFC Board of Directors recently voted not to seek contributions to the Cooperative System Integrity Fund in fiscal year 2027. CFC also will not process any ongoing contributions in FY27 from systems that previously elected to automatically donate a percentage of their annual patronage capital distribution.

As of April 15, the Integrity Fund had an available balance of $8.5 million and is considered well positioned financially. The balance reflects voluntary support from members and associates through direct cash contributions or allocations from patronage capital refunds. The CFC board plans to revisit whether to resume contribution requests next year.

Supporting Cooperative Service and Governance

Established in 1986, the Integrity Fund has provided more than $31 million in grant funding to nearly 300 electric cooperatives across 43 states. These grants have supported cooperatives by:

  • Helping protect their service territories and the right of rural electric systems to provide non‑electric energy services.
  • Aiding when they face regulatory, judicial or legislative challenges that threaten a rural electric system’s existence under the cooperative business model.

Integrity Fund grants generally cover up to 50% of eligible expenses, subject to a maximum funding limit. Applications are reviewed by a five-member committee with representation from CFC, NRECA and the Rural Electric Statewide Managers Association.
