NCSC held its 44th Annual Membership Meeting June 30 in New York City in conjunction with the CFC Forum. Board President Cozy Nelsen, CEO of Iowa-based Guthrie County Rural Electric Cooperative Association, presided over the meeting. In her president’s report, Nelsen highlighted the organization’s continued evolution following its strategic consolidation with RTFC.
“Fiscal year 2025 marked the first full year of NCSC’s newly consolidated balance sheet of having both electric and telecom loans,” Nelsen said. “The strong demand for loans over the past 12 months only underscores the wisdom of NCSC’s decision to consolidate with the Rural Telephone Finance Cooperative in December 2023.”
Nelsen shared that while not yet audited, NCSC had approximately $1.7 billion in loans outstanding as of May 31, 2025—up $112 million from the previous year. Eight new renewable energy project finance deals totaling $298.2 million were closed, and the leasing program booked 22 leases. NCSC’s private placement subsidiary, Cooperative Securities, completed a $126 million transaction, bringing its total to $1.07 billion since 2022.
Nelsen also highlighted continued investments in cooperative development and education, including $123,000 approved for fiscal year 2026 Cooperative Educational Fund Grants, including $30,000 committed to NTCA’s Foundation for Rural Service.
The meeting also marked a significant leadership transition. Allen Hoopes, CEO of Silver Star Communications in Wyoming and longtime District 4 Class T director, officially concluded his 23-year tenure on the NCSC board. In his place, members elected Jimmy Todd, CEO and general manager of Kansas-based Nex-Tech, to represent the district. Nelsen extended her gratitude to Hoopes for his decades of dedicated service and welcomed Todd to the board.
A few weeks later at the NCSC board organizational meeting on July 14, District 3 Class T Director John Klatt, the president and CEO of Lakeland Communications in Wisconsin, was elected board secretary-treasurer.
Acclaimed researcher and speaker Jason Dorsey delivered the keynote address for this year’s NCSC Annual Meeting, providing a compelling presentation on navigating generational change in the workplace. Dorsey explored the challenges leaders face in recruiting, retaining and engaging employees across multiple generations—especially in an era shaped by rapidly evolving technology and shifting work expectations.

The 2026 NCSC Annual Membership Meeting will take place June 15, 2026, in Chula Vista, California, in conjunction with CFC Forum. The NCSC District 2 Class T director seat, currently held by J. Frederick Johnson, CEO of Farmers Telecommunications Cooperative in Alabama, will be up for election.
